“If he only used proxies in the USA we’d have nailed him hears ago,” Marc said. “But he uses Korea, Dubai, China, Russia, Malaysia... and those are just a few. He’s got dozens.”
There’s also a difference between knowing who it is and proving who it is. He uses multiple anonymous remailers that go through countries without data sharing or extradition treaties with Canada.
The perpetrator’s main source is Usenet. Unfortunately he knows there are a lot “content farms” which “slurp” Usenet newsgroups and archive them online to get Google rankings. Many of those make money from Google AdSense. Marc says Google refuses to remove any content; not even if the defamation is about a child.
ISPs, politicians, web hosts, and judiciary have said they won’t do anything.
Police say to contact a lawyer, as it’s a civil matter. When presented with proof that the defamer is going after children, police respond that their budgets are limited, and they can catch a lot of other criminals with the money.
Lawyers ask how they can sue a “ghost”, and does that ghost have any money?
“Not even the anti-spam newsgroup will do anything. Members are eager to do something about spam that costs them money or business, but sit idly when spam ruins lives. Why is the lunatic‘s web host still hosting his site?”
According to Marc, Google’s response to reputation trashing is, “Register websites, write good articles about yourself, and buy some advertising from us, which will improve your ranking.”
